Purpose
The Council of Delegates (COD) helps its first meeting in December 1992, as the result of a national arvc strategic planning process that began in 1991 and was completed in April 1992. The first meeting was called a “Convention of State Associations” and all state campground associations were invited to attend, regardless of the state relationship with the national association. The purpose of the Convention of States was to establish a body representing state associations within arvc and to provide an opportunity for the states to directly establish the Council under their own terms.

Mission
To be the two way communication channel that brings ARVC’s national message to the membership and conversely, brings issues of importance from the members to the national association, always working in concert with ARVC Board of Directors and Staff to develop solutions.

Composition
The COD include4s two representative from each partnering state association and one representative from each cooperating state association. The first delegate from any state association must be a campground operator, the second individual from a partnering state may be the state executive director or another park operator. In addition, Delegates must be selected as part of an official state association action and cannot simply be appointed by individual state leader.

Responsibilities of the COD
•To evaluate the operations of the National Association
•To publish an annual report on its evaluation and the state association
•To review and recommend the association annual core program
•To establish criteria fro partnering and co-operating state associations
•To enhance the lines of communications between the state and national association and to promote a true spirit of cooperation and partnership
•To provide a formal opportunity and mechanism fro all state associations to play a direct role in our national association’s decision making process
•To provide resolutions and recommendations to the national association’s Board of Directors for its evaluation and incorporation into the Board’s decision making process

The Council elects a chairman, vice chairman and secretary who are responsible for providing necessary COD leadership.
